This support forum is primarily for issues regarding WordPress.com accounts and websites, and not for issues regarding self-hosted sites such as https://www.studentloanpif.com/. WordPress.com and WordPress.org are different versions of WordPress, with different support forums. See the WordPress.com and WordPress.org support page.
Please submit your request to the WordPress.org support forums. If you haven’t already done so, you can register here: https://wordpress.org/support/register.php, to use the WordPress.org support forums.
If you’re referring to site hosted by WordPress.com:
On a new test site created with the Textbook theme activated, at Customize > Header Images I find the default header image (view of a brick building featuring a portico) and seven alternate images.
These default header images do not appear in the media library, that’s correct. WordPress.com or the theme authors have either hidden or excluded them from the media library. This is the norm on WordPress.com themes.
I suspect that this might in part be due to the frequency of users deleting default header images on sites that have included them in the media library in the past, only to soon after ask WordPress.com how the images might be restored.
