I am trying to add this plugin to my website. I go to the ‘plugin’ tab but there does not appear to be anyway I can add the code provided by SumoMe. Can anyone help with this? I have seen others successfully add it.

You are confusing wordpress.COM hosted sites and wordpress.ORG self hosted sites. WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Read the differences here http://en.support.wordpress.com/com-vs-org/
WordPress.COM sites have some builtin plugins. There is no FTP access to wordpress.com blogs and no blogger installed plugin capability. Those exist only on wordpress.ORG software installs.
