Top Level Menu Permissions

I’m trying to make menu editing user-friendly and as difficult to mess up as possible.

I love the menu editor (Appearance > Menu), but I was wondering if there’s a way to prevent the editing of the top-level menu while allowing editing of sub-menus?

I would like to “lock” the site’s main menu bar (since it’s part of the design I don’t want users making changes to it), but I would like users to be able to drag pages into one of a predefined set of menus to create dropdowns. Is there any way to accomplish this short of developing a new plugin to manage the menus?

    Thank you.
