Turn off registration on my site

How do I turn of registration and log in for people viewing my site? all the tutorials seem to have a different dashboard to me. I go into general settings and there is no box to uncheck. I am using twenty ten theme.
The blog I need help with is: (visible only to logged in users)

Do you mean the Meta widget in your site’s sidebar? If so, simply remove the widget from the sidebar under Dashboard>Appearance>Widget.
If you never added it, you may be seeing it as a default set of widgets on your site. Just add any other widget and the Meta widget will disappear.

I added a music player widget, turned off visibility for that widget and the registration and log in prompts have gone!!
