Twenty Sixteen Theme Not Responsive

I’m trying to help a friend of mine with her website. She says that it no longer looks right on her IPhone or tablet. I have an Android and it looks fine on mine. Somebody else did an update last year & something happened during that process. I looked at the code on her index page & it matches the original code for the theme.
I checked the Wayback machine when she said it looked different & functioned fine. I looked at that code & it says that she had the Frugal theme.
I looked for a plug-in that would make her site responsive but there doesn’t seem to be one for 2016 because it’s already responsive. I heard that there’s one for the Genesis theme but I can’t tell if 2016 is a child theme of Genesis or not.
Anyways I suspect that responsiveness is not the problem because it looks ok on my Android.
The name of the website is http://www.kellybouchard.com and it last looked ok in October 2016.
I’m out of ideas. Any suggestions?

I examined the website in my browser and it is indeed responsive. However, http://kellybouchard.com/ is a self-hosted WordPress site. If you’re not sure what the difference is, please see the following article: https://en.support.wordpress.com/com-vs-org/

Thank you very much for your insights and feedback. It’s good to know that her site is at least responsive. Perhaps the problem is with her host (godaddy) or something else. I’ll check out the other forum. Sorry, I did not know that I was in the wrong forum.
