I have two blogs, I want to transfer one to someone and keep the other is this possible?

Yes, if the person you want to transfer the blog to already has a WordPress.com account, all you need to do is go to Options --> Users and set them as the administrator. Then they can delete you and the blog will be theirs. Warning: sometimes dramatic people go back and edit pre-existing posts, and there's nothing you can do to prevent it if they are an admin.
I'm having a same issue. If I transfer as raincoaster suggests, both blogs get transferred. However, what I want to transfer is only one of the two blogs, and I'd like to keep the other. Is that possible? Thanks for your feedback.
How do I transfer a blog to someone else / another name?
You can transfer a blog between 2 people or between one person who has 2 names here.
The process is the same.
Person A has the blog, Person B wants the blog.
Both must be registered at wordpress.com
Person A invites Person B to join the blog
Person A promotes Person B to Administrator
Person B removes Person A
If that is the procedure you followed correctly and both blogs were transferred instead of just one then you need staff assistance. Please go through the steps again to be sure you did not make a mistake. If you do contact staff using the Support button that is normally available on your Dashboard (top right hand corner) Monday-Friday, 8 AM - 4PM (Pacific time) then please make sure you send them the following info:
- your browser
- your browser version
- your FULL blog address (not the name, the real address that begins http:// )
- your FULL username
- your REAL email address that is registered here (N.B. Do not post personal information to the forum)
- and a very good description of the exact problem.
