I have tried multiple times to un-publish the site however it keeps publishing it and making it public.
I’d like to take it down for a bit or redirect (how much does that cost?)

I don’t know what you mean by “unpublish the site”.
Do you mean: I want to make the blog private?

By default the front page of your blog displays all posts. The 404 (page not found) error message on the front page of the blog appeared because the Admin of the blog deleted the placeholder Hello World post. http://en.support.wordpress.com/not-found/ As soon as you publish a post, not a page it will disappear. Read the differences between Pages and Posts.
On the bottom of your Admin page you will find a link to the step by step Learn WordPress.com blogging Tutorial prepared by Staff. http://learn.wordpress.com/
The support documentation is all found at the Support link http://en.support.wordpress.com which is also on the bottom of your Admin page.
I have tried everything and it is still publicly visible and I need it private so I dont have to delete it
You must be logged in under the exact same username account that registered any blog and who is the Admin of the blog to access it.

Here is the link to change your site to private:
dashboard—>settings—>reading settings—>site visibility—>choose private—>scroll down and remember to save changes.
