Upgrade Bundle question

    With an Upgrade Bundle purchase, is the WordPress user able to use plugins?

    With an Upgrade, can we have access to the php editor to, for example, increase the font size of part of our site?


    The blog I need help with is inlandprinter.wordpress.com.

    There is no FTP access to free hosted WordPress.com blogs and we cannot install plugins.
