What are the requirements to use plug-ins?

I am pretty familiar with WordPress as I have used it for myself. A third party company created a plug in to WordPress for the company I work for.
I’ve tested the plug-in and it works great and has features many of our customer ask for so we have been suggesting it to customers who are looking for these features.
While helping a new customer set this up, I had noticed he didn’t have the plug-in capabilities that I have always seen in my WordPress sites.
I’m wondering why he didn’t have this feature? And for future reference, what will our customers need to have in order to use our plug-in? All sites I have used in the past were hosted outside of WordPress, while his was the free WordPress version hosted on WordPress. Is it possible that is why he didn’t have this feature?

There is no FTP access to free hosted WordPress.com blogs and we bloggers cannot install any plugins.

FTP access, plugins and third party themes are available only for VIP bloggers http://vip.wordpress.com/our-services/ or for those with WordPress.ORG installs. WordPress.com and WordPress.org are completely separate. if you require plugins you hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install. http://wordpress.org/ Then you can move your content from the free hosted WordPress.com blog into the WordPress.org install. http://en.support.wordpress.com/moving-a-blog/
