Hey, I have been contemplating upgrades and am looking into the Custom Design upgrade. My question is what upgrade do I need to use plugins on my wordpress.com blog. Currently under tools there is no option for plugins.

The blog I need help with is internationaleconpolicy.wordpress.com.

There is no wordpress.COM upgrade that will allow plugins.

You have to self-host an installation of the wordpress.ORG software on a third-party hosting service such as dreamhost, bluehost, etc. You have to install the software and configure it and then you are responsible for all installations, all upgrades, all backups and all troubleshooting. If something goes wrong, like installing a theme or plugin that kills your site, you have to figure it out and fix it.

Figure an average monthly cost, all things considered of $10 to $25.

There is no upgrade you can purchase from WordPress.com that provides FTP access and the ability to upload plugins into free hosted WordPress.com blogs. For that you must hire a web host and install free software from WordPress.org for self hosting.
