Where is the site title panel?

  I want to change the tag line in the header text. I read that you can do that by accessing the site title panel, but I don’t see it.

  The blog I need help with is: (visible only to logged in users)

  This can be accomplished by navigating to Dashboard -> Appearance -> Site Title and editing the field shown here:
