Why wordpress.com doesn't have free option for plugins and design customization?

Why can’t I find a free option to customize my blog’s appearance like fonts, colors, and design background?
    Blog url: http://sheryllmatuguinas.wordpress.com/

The blog I need help with is sheryllmatuguinas.wordpress.com.

Blogs here at WordPress.com are not free standing blogs; WordPress.com blogs all on the same multiuser blogging platform and share a common architecture. Every blog wearing the same theme is using the same underlying template. Only Staff can access and edit those files because every change they make changes all blogs wearing the same theme.

There is no upgrade that you can purchase from WordPress.com that provides FTP access and the ability to upload themes into a free hosted WordPress.com blog. See > http://support.wordpress.com/com-vs-org/ But not to worry as you can hire a web host and set up your own free standing WordPress.org install and hack a theme free of charge as it won’t effect any other blogs when you do.
