my mother just started a wordpress.com blog (weetbixorigin.wordpress.com). She is missing the second row of editor buttons that have the alignment, text type, etc. I do not believe this is browser related because in the same browser I can login to mine and see both rows, but when I log out and login to hers only the top row shows.

She needs to click the "kitchen sink" icon (Row 1 icon 15) at the end of Row 1 so the Row 2 icons appear in the Visual editor.
IMO, that should be "on" by default in my opinion, and turned off if not wanted.
